Texas State University's HUB Program is a department of Financial Services and reports to the Director of Procurement.

Texas State University's Mission
Texas State University is committed to the highest ethical standards in providing equal opportunities to all minority, disabled veteran, and women-owned businesses. The university is committed to increasing HUB participation in the procurement of all goods and services, including construction.
Our mission is achieved through a commitment to outreach activities, advising HUB vendors on how to do business with Texas State, referrals to our Small Business Development Center to assist with business plans, meeting with university staff to promote the HUB program, meeting with general contractors to promote usage of HUB's, and strategically partnering our vendors on the Marketplace with other HUB vendors.

The Statewide Procurement Division, Historically Underutilized Business (HUB) Program administers the HUB program in accordance with Texas Government Code §2161 and Texas Administrative Code, Title 34, Chapter 20, Subchapter D, Division 1, Sections §20.281 to §20.298.
