A few random thoughts…
The Vietnamese don't seem to be able to tolerate the cold very well. I often walk around in a t-shirt while they wear a light jacket. As a result, they seem to believe that animals cannot tolerate the cold either. I rarely see a dog or cat that is not wearing a jacket of some sort during the cold days in the park. Note that she is wearing a clear backpack which she used to transport her cat to the park (on her motorbike). That said, I have seen both cats and dogs riding on their owners motorbike with their hind feet on the seat and their front paws on the handle bars.
Some cats have to “rough it” without a jacket. This is my neighbor's cat.
